Both work. The tourist eVisa lets you travel independently and book your permit through the official Nusuk app, while many Uzbek pilgrims prefer a Russian or Uzbek-speaking operator for the logistics. The eVisa is valid either way, outside the Hajj season.
The fee is charged in US dollars, and your Visa or Mastercard is accepted and billed at your bank's exchange rate. Note that som cash is not used inside Saudi Arabia, so rely on cards or bring US dollars to exchange for riyals.
