You are welcome to, except during Hajj. Entry is on the eVisa and the Umrah permit is complimentary in the Nusuk app; when Hajj is on, Makkah admits only those with a Hajj permit.
The fee is charged in US dollars, but your leu Visa or Mastercard is accepted and billed at your bank's exchange rate. Apple Pay and Google Pay work too, so you can apply from anywhere in Romania.
Saudi Arabia is the same time as Romania in summer and 1 hour ahead in winter, since Saudi Arabia keeps the same time all year. Jet lag is essentially none.

It will not. The Kingdom states there is no bar based on prior travel history, so a previous visit to Israel does not, by the stated rules, block your Romanian eVisa.
Single entry: valid 90 days, up to 90 days in the country on one visit. Multiple entry: valid one year, up to 90 days per entry, with as many entries as you like that year.
Requirements are light: a six-month-valid Romanian passport, a recent plain-background photo, and a confirmed booking, addable for $5 at checkout. You do not need bank statements, a letter of invitation, or an onward ticket.

Emergency medical insurance is required and comes bundled with the eVisa. Because it excludes cancellation and lost baggage, pairing it with a standard travel plan is sensible.
